Your 143, May 21, 4 p.m. If President Moncada wishes to submit a formal request for the designation by this Government of a member of the Claims Commission, stating the terms of employment and giving full information about the manner in which the Commission will be constituted and the powers which it will enjoy, the Department will be very glad to consider the immediate designation of some qualified person. A copy of the decree which the President proposes to issue would be most useful in this connection.
The Department has not yet been informed how President Moncada proposes to have the Nicaraguan members of the Commission appointed. Please obtain information on this point.
