30. Department’s 11, January 25, 3 p.m.⁶⁰ Full text of the law of January 4th as follows:

• “Article 1. That the admiral commanding the squadron of the United States Navy on vigilance service in the waters of Nicaragua and the high officials with grade of general in the American armed forces who are in command of the American mission of pacification, will be accorded, for the purposes of protocol and courtesy, the rank of ministers plenipotentiary and envoys extraordinary of the United States on special mission near the Government of the Republic of Nicaragua.
• Article 2. This decree will come into force from its publication by bando.”^*
