The Ambassador in Mexico (Morrow) to the Secretary of State

236. Department’s 355, May 3, 4 p.m.28 The Foreign Office informs me that Sandino is still in Nicaragua pending the final arrangement of details concerning his transportation to Mexico. It is hoped that arrangements can be made for him to sail from Puerto Cortes to Progreso and thence go direct to Merida where he is to remain. It may be possible for him to start within a few days. The hope was expressed at the Foreign Office that he would not now be interfered with as he has definitely decided to come to Mexico and has accepted the conditions laid down by the Mexican Government. The Foreign Office promises to inform me of further developments.
