The Consul at Nogales (Damm) to the Secretary of State

Referring to my telegram of May 2nd73 en clair with regard to the payment of taxes to the reestablished government by American citizens; the Federal internal revenue inspector for this district has informed individual Americans that the Federal Government objected to their applying to American consuls or the State Department for relief of any kind in this connection. He pointed out that article 27 of the Constitution forbade the application for such relief; furthermore, if they did, a clause of this article provides for the closing of the business pending a hearing before the district judge.
