The Ambassador in Mexico (Morrow) to the Secretary of State

50. The Minister of Finance, Montes de Oca, and the Acting Minister for Foreign Affairs, Mr. Estrada, informed me in the course of a conversation that President Portes Gil was desirous that they outline four policies which the President of Mexico hoped the Government of the United States might be able to adopt in the present condition of affairs in Mexico.

That the embargo on arms from the United States to Mexico be strictly enforced except on specific requests coming from the Government of Mexico.
(2)
That all traffic to those border and seaboard ports occupied by revolutionists be closed.
(3)
That the Government of Mexico would like to receive assurances that the Government of the United States will sell if necessary, arms or munitions of war to the Federal Government of Mexico.
(4)
That the new administration in Washington make some expression indicating a friendly attitude toward the Federal Government of Mexico.
