The Ambassador in Mexico (Morrow) to the Secretary of State

23. This morning I was advised by Acting Minister for Foreign Affairs Estrada, at the request of President Portes Gil, that the Government [Page 337] of Mexico was preparing to meet any possible emergency that might arise in the State of Sonora as a result of contemplated revolutionary activity on the part of General Topete, Governor of the State of Sonora, and others. The Government of Mexico intended to purchase airplanes and other military material from private manufacturers in the United States and hoped that the Government of the United States would facilitate these purchases.

I suggested to Acting Minister Estrada that the War Department officials responsible for the purchases it was desired to make should confer with the Military Attaché of the American Embassy in Mexico.
In connection with the above, the Department will doubtless have in mind my number 18, February 11, 5 p.m.
