47. Your 73, May 28, 2 p.m. The Department considers that your decision as reported in the second paragraph is sound. However, if in view of the letter you have received from Mr. Shufeldt you consider that your presence at the conference with the President would be more beneficial than otherwise, the Department sees no objection to your being present. The Department believes you should [Page 125] be guided primarily by the effect which your action would have on Government officials and public opinion, of which you are best competent to judge.4
