Your 483, October 19, 2 p.m. It is not understood how an authorization to be availed of in the immediate future can be contingent upon an agreement to be made at any time within two months, nor why authorization in favor of one American company should depend upon an agreement to be made later to which another American company and a foreign organization must be parties. Authorization under such conditions is obviously no authorization at all.

The Department desires you to discuss the matter further with the French authorities, pointing out that no such impediments are placed in the way of French aviators desiring to fly over American territory.

In this connection please report attitude of French Government [Page 627] towards agreement suggested by Department to French Embassy on June 12th77—copy of which was sent to you in Department’s instruction of September 17th.78
