251. Section 1 of your 274 has just arrived. Please do not under any circumstances consent to the proposed invitation being sent until we have had an opportunity to receive it and state our views. The President and I have serious objections to even the portion contained in this first section, and we think that the invitation itself had much better await the conclusion of Mr. MacDonald’s visit. I will give you our matured views after receipt of the remainder of the proposed invitation.
