Referring to your telegram No. 431, December 23, 1 p.m. I made it clear to the press that, while the American Government had no objection to American citizens serving on the committee, debts were to be entirely excluded and not to be brought up as a subject for discussion. This statement was not given out as a personal interview but was thoroughly understood by the press and was published in general.
