Your 2, January 18, 11 a.m. You should explain to the Minister of Foreign Affairs that your Government was, of course, aware of the fact that the company is a Colombian corporation, but that since practically all of the company’s stock is held by American citizens the latter have a very real interest at stake, and the Government of the United States perceived no impropriety in those circumstances in inquiring through you at the instance of the stockholders whether the courtesy of a reply to a memorial which had lain unanswered for 22 months might not shortly be expected.
The Department approves of your taking the action suggested in the penultimate sentence of your telegram under reference.
