Your 14 February 22, 9 a.m. No objection to furnishing informal memorandum covering points given in our 9 February 18, 7 p.m. If possible should suggest that local press be informed that this is purely a legal matter and that the steps being taken are merely directed to expediting judicial determination. All that the United States is doing is to make an informal suggestion that the decree be suspended until the Supreme Court can review certain technical points involved in the petroleum law, about which there may well be an honest difference of opinion.
