10. Department’s 7, February 13, 6 p.m. The regulations are extremely burdensome and impose unheard-of conditions on all oil companies. The oil companies have been advised by Colombian lawyers that the decree is illegal and unconstitutional. The oil [Page 589] companies will shortly institute proceedings before the Council of State to have the decree declared void. I do not think it advisable for me to do anything for the present. Full particulars are being sent by mail.
