Peking , May 5, 1928 .

Sir: I beg leave to acknowledge receipt of your written despatch of May 2, 1928,⁴⁶ with further reference to the attempted imposition of a retroactive six per cent building tax on American mission property at Peking. It is noted that you intend unless otherwise instructed to decline to recognize the retroactive imposition of this tax should the matter be submitted to you by the Chinese authorities.

The attitude which you propose taking in this matter meets with the approval of the Legation.
