- Department approves your suggestions in toto as guiding initial instructions. However, Department feels that before the termination of the life of the Commission all claims for real property losses [Page 348] should be examined, be appraised and, if it proves possible, be acted upon.

- Reference to paragraph 4. Dr. Wu32 has confidentially informed Department that he has cabled Nanking urging prompt restoration.
