Your telegram number 141, May 2, 6 p.m. Owing to absence of General Hwang Fu from Shanghai and his preoccupation with Tsinanfu incident, it seems likely that settlement of hitch in constituting Joint Commission as reported in my number 301, May 2, 7 p.m., will be somewhat delayed. I should therefore recommend proceeding with the effort to obtain favorable action by Presbyterian Board upon Patton’s appointment, though I am taking steps to make other arrangements if necessary. I think it highly advisable that second American member of Commission should be some one having no connection with the Government service.
