Referring to my cables of February 29, 5 p.m. and March 28, 11 a.m.

1.
An agreement for the settlement of the Nanking incident has been reached by me with Huang Fu in accordance with the terms authorized by your memorandum of November 4 [3]14 and oral instructions. As soon as possible the texts and comments will be cabled. Until the details in regard to publicity can be arranged, the fact of agreement is to remain secret at Huang’s request.
