It is the desire of the War Department to have a report as to whether, from the point of view of the Minister, the troops and agencies of the United States Army in China have fulfilled the expectations of, and been satisfactory to, the Department of State. It is requested that the Minister prepare and transmit such a report, as soon as he returns from leave.
