Your telegram No. 810, November 5, 9 p.m. It is understood by the Department that the reduction of the number of marines is to be gradual; that at the present time it is proposed to withdraw from Tientsin 300 men; and that before any further reduction is made the entire matter in regard to the place from which additional men will be taken, will be reconsidered.
