41. Your 65, July 8, noon. Department can not see its way to recommend adoption of Amendments 5, 6, and 9, or suppression of Articles [Page 57] 94 to 99 of the Constitution. The Department is not disposed to object to the other reforms which have been submitted to the Assembly.

Please informally advise President Borno of the Department’s views, expressing the hope that amendments which the Department finds itself unable to recommend will not be enacted.

If desired, a detailed statement of the Department’s views will be forwarded to you by mail.
