Messrs. Shearman & Sterling to the Secretary of State

New York, January 28, 1927.

Sir: We are informed that there is shortly to be submitted to you by the Republic of Liberia an executed counterpart of a Loan Agreement, dated September 1, 1926, between the Republic of Liberia, the Finance Corporation of America, and The National City Bank of New York, as Fiscal Agent, with the request to be informed whether the Department of State of the United States will undertake the obligations imposed upon it by this Agreement.2

In the event that your reply is in the affirmative, the Finance Corporation of America and the Fiscal Agent, as the other two parties to the Agreement, will greatly appreciate being so informed by you.
