10. Your instruction number 306, January 22. On page 5, paragraph 1,15 I am instructed “to file with the Egyptian Foreign Office [Page 566] an exception to the closing paragraph of its note of May 16, 1926.” Last paragraph on page 11 expresses the undesirability of addressing any communication with respect to this matter to the Egyptian Government. Am I to interpret the instructions regarding written communications as not applying to filing exception noted? The two paragraphs do not seem to harmonize.
