The Heads of Legation have been approached by the Ministry of Foreign Affairs through the Senior Minister regarding the reintroduction of the one-half of one percent surtax on imports and exports for famine relief for one year, to be used one-half for famine relief and one-half for payment of arrears due League of Nations. Respectfully request authorization to fall in with any such proposal which may be approved by all powers concerned.
