I am informed that British Minister communicated on January 28th to Wellington Koo, mutatis mutandis, the offer which British Government are prepared to make with a view to meeting Chinese aspirations in reference to treaty rights and privileges.

O’Malley has made similar proposals to Ch’en at Hankow.
