The Secretary of State to the British Ambassador (Howard)
Excellency: I have the honor to inform you that a report has been received from the American Legation at Peking37 concerning the [Page 310] assistance rendered by the Acting British Consul General at Yunnanfu in the evacuation of American residents of Yunnan Province during April of this year, at a time when the American Consul at Yunnanfu was absent in Shanghai.
It gives me pleasure to express the appreciation of my Government for the valuable service rendered to American citizens by Mr. G. A. Combe, the Acting British Consul General at Yunnanfu, and I have the honor to request that you will be so good as to convey this expression of appreciation to your Government.
