Department is informing companies that in view of grave situation existing at Changsha and Chungking Department authorized action recommended by your telegram No. 254 of March 25, 9 [4] p.m. Standard Oil Company informs us that British and Japanese are not taking action similar to this. Can you inform Department on this point?
