Yangtze Patrol commander telegraphs March 31, 1 p.m., that consulate at Chungking was closed and sealed March 30, 8 a.m., and consul and vice consul now on board Monocacy; that British gunboats due to sail down river March 31st; that American consul proposes waiting Chungking until word is received from persons in outlying districts as to their intentions concerning withdrawal; and that local situation Chungking is growing worse.
