Paragraph 7 of your number 621, December 17, 4 p.m. The preference of this Government would be that the interested Governments should all give consent to the proposal prior to putting it into effect. If this cannot be done, however, and if the proposal is brought before the diplomatic body for a vote, the Department authorizes you to vote with your British colleague for it.
