The Minister in China ( MacMurray ) to the Secretary of State

302. My 300, July 24, 5 p.m. Following from American consul general at Canton:

“July 24, noon. Referring to my telegram July 22, 2 p.m. Boycott conference adjourned sine die, and it is generally conceded that efforts at settlement have failed for the present.

At the meeting yesterday Canton renewed demand for international inquiry. British again declared that this question must be decided in London and pointed out that inquiry must include French who were equally concerned in Shameen shooting. Cantonese demurred, and it became evident, according to the British, that the Cantonese no longer desired to continue negotiations after the British had definitely refused to pay indemnity and in spite of British offer [of] industrial loan not to exceed $10,000,000 Hongkong currency for public works, including development of the port of Whampoa.
