The Chargé in China (Mayer) to the Secretary of State

438. Department’s 203, September 22, 1 p.m.

1.
Despite persistent efforts within past 10 days I have been unable to get from the British Legation any conclusive information on the subject of the compliance of their naval authorities with the Yangtze navigation regulations.
2.
I am informed, however, … that the British naval authorities on the Yangtze have agreed with Cantonese to stop British war vessels on signal and receive a courtesy visit by a Chinese officer at Chenglingki.
