“To the President of the Council of the League of Nations: The President has authorized me to state that the Government of the United States accepts the invitation extended by the Council of the League of Nations to send representatives to sit on the Preparatory Commission which is to meet in Geneva on February 15, 1926, to consider questions relating to the limitation of armaments.
