Sirs: Your attention is called to a recent ruling of the Department to the effect that the presumption of expatriation, under the second paragraph of Section 2 of the Act of March 2, 1907,91 does not arise against a person who was born in Great Britain and who is residing in one of the self-governing Dominions of the British Empire until he has resided in the latter for five years. The same rule is applicable to a person who was born in one of the self-governing Dominions and who is residing in Great Britain or in another self-governing Dominion.
