38. I have discussed the matter of the treaty with Dr. Salomón, former Minister for Foreign Affairs of Peru, who is in Washington at [Page 537] present in connection with Tacna-Arica.66 He has communicated with President Leguía by cable and informs me that the President has cabled in reply that as soon as Congress convenes the end of this month he will again urge ratification of the treaty. I think it would be helpful if Brazil would also make known to President Leguía desire that treaty be ratified. You will keep the Department informed.
