The Ambassador in Peru (Poindexter) to the Secretary of State

44. Your 32, April 1, 7 p.m.46 I have just received from the President a memorandum in Spanish of which the following is a translation:

“Memorandum. The Government of Peru in like manner approves the program which the Secretary of State recently submitted by the intermedium of the Embassy of the United States in Lima in execution [Page 372] of the good offices and of the mediation offered and which the Peruvian Government has already accepted. In harmony with that program:

  • First. The Government of Peru has named as Plenipotentiary ad hoc the Ambassador of the Republic in Washington, Dr. Don Hernan Velarde, who will receive the authorization and instructions necessary to meet not later than Tuesday the 6th of the present month with the Secretary of State and the Plenipotentiary who may be named by the Government of Chile;
  • Second. The Secretary of State will submit to the said Plenipotentiaries for study the base or bases of adjustment;
  • Third. Upon the acceptance by the parties in principle of the bases of adjustment which may be submitted, the plebiscitary proceedings will be suspended for the time which may be necessary to see if an adjustment can be reached without this agreement being interpreted as a modification in any respect of the attitude assumed by Peru in harmony with the existing situation.
