Current press reports state that Peruvian voters who were sent into the plebiscitary territory a few weeks ago to register are now being sent out without their having been registered. I have understood that five or six hundred Peruvian voters have for several weeks been encamped near Arica. I should like to be advised of reasons given by Peruvian delegate for removal of these candidates for registration if they are now being removed. It is also our understanding that there are hundreds of other voters in the territory who have not yet tried to register. Inquiry made to Ambassador Velarde and his counsel for reason for this nonregistration has failed to elicit any satisfactory answer. Please report fully.

I have also been informed that President Leguía is thinking of sending Freyre here as Peruvian Plenipotentiary; if this were realized, negotiations would be delayed for at least four weeks more.
