Memorandum by the Chief of the Division of Latin American Affairs (Stabler)
The Uruguayan Chargé called today and said that he desired to see Secretary Kellogg on Diplomatic Day and that he wished Mr. Stabler to be present as he wished to tell him that his Government desired him to advise the Secretary that it accepts in principle the suggestion which had been made by the United States in regard to the Permanent Court of Justice; that this was an informal statement inasmuch as according to the Uruguayan Constitution formal acceptance of the invitation to take part in the Court had to wait action of the Uruguayan Congress.25
