As Peru is not participating in the registration and another impasse has been reached, I think that, even in light of stand I have taken in last three days, I should be justified in saying that I do not believe that there is any hope of acceptable solution of this problem through a plebiscite and that, with a view to terminating plebiscite and to facilitating good offices, I am willing to vote for resolution suggested in my telegram of March 21, 6 p.m. …
