85. This Government believes that after the customs treaty comes into force following its ratification by the French Government, it would be appropriate for the Chinese Government to issue a call convening [Page 835] the Special Tariff Conference. This Government would be willing to accept the tentative date of September 1, provided that date is also convenient for the other governments which signed or have adhered to the treaty.
