165. Department’s 125, July 1, Noon, and text of Japanese proposal communicated to you by Tokyo July 22.5

Department has now received British Embassy’s reply to its note, text of which was communicated to you in its No. 148 of July 14, 5 p.m.6

[Here follows the substance of the three notes from the British Chargé, dated July 20, printed on pages 788791; also the text of the Department’s reply, dated July 23, printed supra, which contains an alternate draft reply to the Chinese note of June 24.]

You will use above quoted text as basis for discussing with your colleagues the texts of replies which will be made to Chinese Government’s note and evidence of the attitude that this Government desires to take. Department does not insist on wording as given but desires opportunity to approve any suggested changes.

Repeat to Tokyo as Department’s No. 92 omitting last paragraph, referring to Tokyo’s No. 131, July 21, 5 p.m. to Department.7 Instruct Tokyo to communicate text of Department’s reply to British Embassy to Japanese Foreign Office for its information.
