The Secretary to the President (Sanders) to the Acting Secretary of State

My Dear Mr. Grew: This will acknowledge your favor of the 7th addressed to the President,82 in which you enclosed a copy of a note received by the Department from the British Chargé d’Affaires83 setting forth the comments of the British Government on the issues [Page 778] raised by the Chinese Government’s identic notes to the Legations in Peking of June 24th, and also your letter of July 8th84 in which you enclosed two additional notes received from the British Chargé d’Affaires on the same subject, dated, respectively, July 6th and 7th.85 The President has directed me to advise you that he thinks in the circumstances the Secretary of State should use his judgment but cooperate as far as possible with the other interested powers, using great care not to have China think there is a division of counsel.
