Your 324, November 24, 7 p.m. I am given to understand by senior minister that the British and Japanese judges in their reports confine themselves to closely narrowed findings of facts based upon the evidence as they understand it and keep within the limits of the terms of reference and that the general purport of both reports is that the Shanghai authorities are free from blame. The report of the Japanese judge was received by the senior minister last night.
