My telegram number 379, September 4, 9 a.m. Interested colleagues accept proposed terms of reference with following modifications: (1) in paragraph (c) “do hereby authorize” changed to “do hereby request”; (2) in paragraph (i) “authorization” changed to “request”; (3) all interested representatives to sign at the end of paragraph (h), and American, British and Japanese representatives to sign again at the end of paragraph [(i)]

Action awaits selection of American and Japanese judges.
