Your 245, August 4, 4 p.m. Instructions are being sent to American Diplomatic representatives at Brussels, Copenhagen, The Hague, Lisbon, Madrid, Stockholm and Oslo to consult with their British colleagues and if necessary to support them as requested by informing the Foreign Offices of those countries that this country has consented to the British proposal for the judicial inquiry, it being understood that the judicial commission will include a Chinese jurist.
