19. Your 59, February 5, Noon. The Department notes with gratification the decision of the Chinese Government to convert the Shanghai Arsenal and to take other measures designed to safeguard the commercial interests centered at that port. With respect, however, to the proposal that the foreign ministers join in a suggestion to the Chinese Government to dismantle the Woosung forts and evacuate the troops there, the Department does not feel that it should depart from its past policy in matters of this kind and it cannot therefore authorize you to join in representations of the character described. In this connection, you are referred to the Department’s telegram No. 184, June 29, 5 p.m., 1921.18 See mail instruction February 3.19
