Your 28, September 18, 8 p.m.33 You may informally use your good offices with the President in such manner as may seem most advisable to further the success of the negotiations impressing upon him that it is the fervent hope of this Government that an agreement may be reached through direct negotiations between Costa Rica and Panama which will settle the boundary controversy once for all and permit the demarcation of the frontier in the near future in a manner acceptable to both parties.
