For Pershing: Arbitrator by order allowing appeal, which is being cabled to you tonight,86 has provided that until further order or determination by him, the Plebiscitary Commission shall proceed with performance of its duties under the opinion and award of March 4, 1925. In the circumstances, I suggest advisability of confining all activities and proceedings to work of preparatory nature necessary to avoid loss of time, and to make possible eventual carrying out of schedule embodied in Commission’s resolution of December 9, should decision of Arbitrator affirm the resolution of December 9. I should not think it wise, however, to undertake any new measures likely to aggravate the situation during the appeal period which, probably, will be very brief. It is hoped that Arbitrator will be able to dispose of the certified appeal by January 15, 1926.
