In view of all that has taken place since my cable to you of August 6, I wish to withdraw my suggestion that you make representations [Page 378] to Presidents of Chile and Peru. I deem this action inadvisable at the present time. I deeply appreciate tone of your cable which is most gratifying. Edwards will return to Arica on Tuesday, and some improvement in situation may be brought about by his return. I think it best for you not to take action until later on, when occasion will probably arise as a result of our demands for creation of essential prerequisites to free plebiscite. I shall cable you later on. Pershing.
