Department much disturbed by press reports regarding restrictions placed by Chilean authorities on movement of Peruvians in Tacna and Arica and that these restrictions have even been applied to Peruvian officials connected with the Plebiscitary and Boundary Commissions.48 Please telegraph immediately substance of all restrictive measures as well as full details of Ordoñez incident.
