186. Your 262, May 4, 4 p.m. The Department agrees with you that the British memorandum is unsatisfactory and that when question again is brought up before the Conference of Ambassadors you should insist that, as set forth in Department’s telegram No. 99, February 24, 4 p.m., the Reparation Commission be instructed to hold liberation bonds as trustee for Governments of United States, Great Britain, France, and Italy with the understanding that any final distribution or disposition of bonds or of their proceeds shall be made only in agreement with the Government of the United States. You will inform Hill. Logan concurs in position taken by Department.13
- Logan had returned to the United States; he resigned from the Commission in May 1925, and was succeeded by Hill in June 1925.↩
