211 W–34. There was a meeting yesterday and in my W–3312 the full draft of the agreement was sent. You will note in paragraph 3 of article 2 the proposed compromise intended to give priority over current army costs during the last eight years, if such priority is needed, to the annual installments of the United States.13 I will consult Hess14 as to whether the wording is properly applicable, and if you will consider this compromise, please instruct as to whether wording is satisfactory.
